Munawar Mughal, former President, Islamabad Chamber of Commerce & Industry has called upon the CDA to immediately withdraw the manifold increase in penalties/offences without their approval from the parliament as these are totally unconstitutional and unjustified. CDA has issued a notification to its Magistrate in compliance of which he has made many times increase in the penalties/officences for contravention of its different rules/regulations.
He appealed to the Prime Minister of Pakistan Mian Nawaz Sharif to take notice of such people unfriendly measures of CDA and direct the civic body to immediately take back such unilateral decisions as these have no validity without their enactment from the parliament. These measures are creating great harassment in the citizens of Islamabad.
He further criticized CDA’s move to make unilateral increase in the fee of trade license and also shift the dispensary, meant for vaccination for issuance of trade license, from F-7 Jinnah Super to F-11 due to which traders have to face problems in getting trade licenses. He said making trade license compulsory for other trades in addition to food items is not only illegal it is a conspiracy to provoke traders against the present government.
Munawar Mughal said business community in Islamabad is educated and regular taxpayers, but such measures to create harassment in them would prove harmful for the local economy and discourage new investment. He urged that if Director Municipal Administration was not changed, a protest movement against him would be launched after 26th November 2013 and CDA would be responsible for any law & order situation.
