As you are aware that State Bank of Pakistan has launched Rozgar Refinance Scheme on April 10, 2020 to provide concessional loans to businesses and to cover their 3 month payroll expense so long as they commit to not lay off workers. SBP has received feedback from several stakeholders that many businesses, particularly SMEs and small corporates, are experiencing difficulties in availing the scheme from banks. In order to address these concerns of borrowers, SBP has established a comprehensive redressal arrangement led by senior regional officials of SBP and commercial banks. These officials have been briefed on SOPs to use upon receiving complaints from borrowers. The lists of these officials including their email addresses and mobile numbers are available below. Businesses and borrowers that are interested in availing this scheme but are experiencing difficulties are requested to email the designated regional Focal Person of the relevant bank for resolution of issue with copy to the regional SBP Chief Manger.
In case of non-cooperation or delay in response from bank's focal person, borrowers should approach SBP's regional Chief Manager through call or email and inform them about the issue who will then follow up with the commercial bank. If any business’ concern are still not addressed they should please write to: email@example.com noting the names of the officials they have contacted and the summary of their case SBP is closely monitoring utilization under the SBP’s Rozgar Refinance Scheme and has therefore taken the above-mentioned measures to further facilitate businesses applying under this Scheme.
